Was playing around knocking people out yesterday. I did not find a way to wake them up. I think at the moment knocking out then getting a conversation works with just a few NPCs. If you examine them the “knocked out” status it says it will clear on a long rest. It seems though the game treats the majority of characters you knock out as dead.
